What is the Billings 2045 land use plan?

The Billings Comprehensive Plan will serve as the City’s long-range policy guide for land use, infrastructure, and community development, created in accordance with Montana state law. When complete, the plan will provide a framework for making coordinated, forward-looking decisions about how Billings should grow, supporting housing choice, economic opportunity, open space conservation, and efficient public services. As required by state statute, the planning process will incorporate broad public input and local values to shape a vision and set of policies that reflect the unique identity of Billings and the greater Yellowstone County region.

This effort will address key land use challenges and opportunities specific to south-central Montana, such as managing development at the urban edge, protecting working agricultural lands, improving transportation networks, and revitalizing the downtown core.
